  1. Promotion:  The Pennsylvania Lottery will conduct a JAMES BOND Lottery Challenge iLottery Prize Draw Promotion (hereafter, the “Promotion”), in which registered iLottery players (hereafter, “players”) who enter the promotion during the promotional period and wager at least $50 on eligible iLottery games can earn entries to win one JAMES BOND Lottery Challenge Trip Prize Package in a drawing conducted by the Lottery.                                   

                        (a)  Qualifying Games: Only the JAMES BOND 007™ iLottery internet instant game shall be eligible for the Promotion.

                        (b)  Participation:  All players will be automatically eligible to participate in the Promotion during the entry period as described in section 2(b).  In order to participate in the Promotion, entrants must:

                                    (1)  Register for a Lottery Account by visiting http://www.pailottery.com and complete the registration process. Becoming a registered iLottery player is free.

                                    (2)  Play the JAMES BOND 007™ iLottery internet instant game, totaling at least $50, during the entry period.

                        (c)  Entry:  A player will receive entries for the total cash amount wagered on the JAMES BOND 007™ iLottery internet instant game during the entry period.

2. Promotion description and requirements:

                        (a)  The Promotion is designed to provide entries into a prize drawing to players who successfully enter the Promotion and complete the play requirements during the entry period.

                        (b) The entry period for the Promotion begins after 11:59:59 p.m. March 25, 2020, and ends at 11:59:59 p.m. April 22, 2020.  All time references in this section are Eastern Prevailing Time.

                        (c)  The Lottery will conduct 1 drawing associated with the Promotion.

                        (d)  The number of entries a player will earn during the entry period is based on the amount of cash wagered by the player as follows:

                                    (1)  Players wagering between $50.00 and $99.99 will be awarded 1 entry.

                                    (2)   Players wagering between $100.00 and $249.99 will be awarded 4 entries.

                                    (3)   Players wagering between $250.00 and $499.99 will be awarded 7 entries.

                                    (4)   Players wagering $500.00 or more will be awarded 10 entries.

                        (e)  Only cash wagers from the player’s Lottery Account shall apply to the wagering requirements for the Promotion.  Any amounts of iLottery Bonus Money wagered by the player are ineligible to earn entries into the Promotion.

3. Determination of winners and prizes available to be won:

                        (a)  The prize entitlements described below are subject to all restrictions mentioned anywhere in these rules, or as set forth in the Pa Lottery Regulations (see 61 Pa. Code §§ 801.1 et seq.), the PA iLottery Terms and Conditions and the PA iLottery Bonus Policy.

                        (b)  The Pennsylvania Lottery will conduct one drawing, which will be held between April 23, 2020 and May 6, 2020.

                        (c)  The first winner selected from the Promotion entrants shall be entitled to a JAMES BOND Lottery Challenge Trip Prize Package.

4. JAMES BOND Lottery Challenge Trip Prize Package Description:

                        (a)  Each JAMES BOND Lottery Challenge Trip Prize Package (hereafter, “Trip Prize Package”) shall consist of a four-night trip for the Trip Prize Package Winner and up to one guest to Las Vegas, NV during the Spring of 2021.  Each Trip Prize Package shall have a value of $8,281.15.  The specific date and location of the Trip Prize Package events are subject to change and shall be posted to the Lottery’s publicly available web site no later than March 31, 2020.  Each Trip Prize Package shall include:

                                    (1)  Round trip airfare, if required, for up to two, coach class tickets on a major airline, as defined by the Federal Aviation Administration, from a United States international airport to McCarran International Airport in Las Vegas, NV (inclusive of all security fees, taxes and surcharges).  It is the responsibility of the Trip Prize Package Winner to comply with the REAL ID Act to the extent that the Act is applicable to the Trip Prize Package Winner’s air travel.

                                    (2)  Ground transfers between McCarran International Airport and the assigned destination hotel and, if necessary, between the hotel and Scientific Games International, Inc. hosted events (hereafter, “SGI”).

                        (b)  The JAMES BOND Lottery Challenge Trip Prize Package, which shall further consist of:

                                    (1)  Accommodations of one three star or better hotel room in a deluxe hotel for four nights (double occupancy, room and room tax only).

                                    (2)  Admission to the JAMES BOND Lottery Challenge venue for the Trip Prize Package Winner and guest, along with a chance to participate in the JAMES BOND Lottery Challenge Tournament, as described in section 4(c) below, with other Trip Prize Package Winners.

                                    (3)  $1,000 spending money for the winner, provided in the form of a check one to two weeks prior to the scheduled trip departure date. 

                                    (4)  State income tax withholding in the amount of $94.62, and federal income tax withholding in the amount of $1,987.48 (excluding any additional prizes won during the JAMES BOND Lottery Challenge Tournament included in the JAMES BOND Lottery Challenge Package).

                        (c)  JAMES BOND Lottery Challenge Tournament Description:

                                    (1)  Each Trip Prize Package Winner shall receive the chance to participate in the JAMES BOND Lottery Challenge Tournament Games (hereafter “Games”).

                                    (2)  The Games shall afford each participant the chance to win cash prizes ranging from $1,000 to a potential maximum of $1,156,000.

                                    (3)  The Games consist of two events, a Stage Show Event that includes four separate mini-games (hereafter “Stage Show”) and a Bonus Event Tournament (hereafter “Tournament”) in which each participant will accumulate points that award set cash prizes at the conclusion of the Games.

                                    (4)  The “Stage Show” includes the following mini-games:

                                                (i)  “Casino Royale,” a high/low card game with cash prizes of up to $1,000;

                                                (ii)  “Shaken, Not Stirred,” a dice game with prizes of up to $5,000;

                                                (iii)  “Diamonds Are Forever,” a wheel spin game with prizes of up to $50,000; and

                                                (iv)  “Goldfinger,” a match three game with prizes of up to $1,000,000.

                                    (5)  The Tournament will consist of two separate Rounds, a Points Round followed by a Multiplier Round.

                                                (i)  The Points Round will afford each participant an identical number of starting points. During the Points Round, points will be randomly added or subtracted to the participant’s points total.  After the Points Round has completed, participants will be ranked according to their remaining points.

                                                (ii)  The following table sets forth the cash prizes that can be won during the Tournament Points Round:

                                                (iii)  The Multiplier Round will permit each participant to draw one lottery ball randomly chosen from a pool of 20 lottery balls of identical shape, weight and size, using a lottery ball mixing machine.

                                                (iv)  The pool of 20 lottery balls includes one lottery ball with a 10X symbol, one lottery ball with a 5X symbol and one lottery ball with a 2X symbol. The remaining 17 lottery balls are blank.

                                                (v)  If the participant draws a lottery ball with a printed multiplier from the lottery ball mixing machine, that participant will multiply all winnings received in the Points Round of the Tournament by the multiplier shown.  If the participant draws a blank lottery ball from the lottery ball mixing machine, the participant will be awarded the cash prize won in the Points Round.

                                                (vi)  The following table sets forth the potential cash prizes that may be awarded at the conclusion of the Tournament Multiplier Round:

                                                (vii)  At the conclusion of the Multiplier Round, each participant will be awarded the cash prize indicated in the table above based on the participant’s finishing rank in the Points Round and prize multiplier received in the Multiplier Round, if any.

                                                (viii)  The total cash prize won during the Game, less any required state and federal income tax withholdings, will be mailed to the Trip Prize Package Winner within 21 business days after their departure from Las Vegas, NV.

6. Trip Prize Package Restrictions:

                        (a)  There is no cash option for the Trip Prize Package.

                        (b)  All Trip Prize Package Winners must be 21 years of age or older at the time of the scheduled Trip Prize.  If the Trip Prize Package Winner is not 21 years of age or older at the time of the scheduled Trip Prize Package, they may designate a Proxy to participate in the Games.  A designated Proxy must be 21 years of age or older at the time of the scheduled Trip Prize Package.

                        (c)  The Trip Prize Package does not include: mileage, insurance, gratuities, meals, parking fees, baggage fees, alcoholic beverages (other than those served without charge at any reception or party), personal expenses such as telephone calls, valet service, laundry, incidentals and the like, revision or cancellation fees which may be charged by the hotel or other suppliers, or any other items not expressly specified herein.

                        (d)  Except as otherwise provided herein, Trip Prize Package Winners must accept the Trip Prize Package.

                        (e)  If a Trip Prize Package Winner is determined to be ineligible to receive the Trip Prize Package, an alternate will be selected as though the Trip Prize Package Winner had forfeited the Trip Prize Package as described in section 5(i).

                        (f)  In the event that a Trip Prize Package Winner is traveling via air and fails to appear at the designated time and place of departure (excluding flight delays), the Lottery or SGI shall use reasonable efforts to reschedule the flight at the expense of the Trip Prize Package Winner.  If the flight cannot be rescheduled, the Trip Prize Package Winner shall forfeit the air travel, lodging, and ground transfer portions of the Trip Prize Package.  A Proxy will be selected to attend the Games in the Trip Prize Package Winner’s place.

                        (g)  In the event that a Trip Prize Package Winner fails to check in to the destination hotel when they arrive in Las Vegas, NV, the Lottery or SGI shall use reasonable efforts to reschedule the hotel reservation.  If the reservation cannot be rescheduled, the Trip Prize Package Winner shall forfeit the balance of the Trip Prize Package with the exception of the return flight and $1,000 spending money.  A Proxy will be selected to attend the Games in the Trip Prize Package Winner’s place.

                        (h)  In the event that the Trip Package Prize Winner fails to arrive for their scheduled participation in the Games, their right to personally participate in the Games shall be forfeited. A Proxy will be selected to attend the Games in the Trip Prize Package Winner’s place.

                        (i)  In the event that a Trip Prize Package Winner is determined to be unable to attend the trip, after the trip has been booked, the balance of the Trip Prize Package shall be forfeited with the exception of the $1,000 cash portion of the Trip Prize Package.  A Proxy will be selected to attend the Games in the Trip Prize Package Winner’s place.         

                        (j)  In the event that a Proxy is selected to attend the Games, the Trip Prize Package Winner will be legally entitled to receive any winnings earned in the Games, less any outstanding legally mandated offsets not collected from the liquidated portion of the Trip Prize Package.

                        (k)  If a Proxy is appointed under subsections 5(e) through 5(i) above, the Trip Prize Package Winner is bound by all choices and selections made by the Proxy.

                        (l)  A Trip Prize Package Winner or a guest of the winner must have a valid credit card or shall be required to post a cash deposit for incidentals to check into the hotel.

                        (m)  A Trip Prize Package Winner is solely responsible for the actions of the guests who accompany them on the trip.  A guest of a Trip Prize Package Winner must be 21 years of age or older at the time the Trip Prize Package is to occur.

                        (n)  The Lottery is not responsible for injury, loss or damage to person or property in connection with the Trip Prize Package.  A Trip Prize Package Winner and guest participate solely at their own risk and responsibility.

                        (o)  If a prize described in these rules is not available, the Lottery may either provide a substitute prize, determined by the Lottery to have an equivalent value to the prize won, or make a cash payment to the Trip Prize Package Winner, in an amount determined by the Lottery to have an equivalent value to the prize won.  If a Trip Prize Package Winner is unable to attend the trip according to sections 5(e) through 5(j), the Trip Prize Package shall not be “unavailable” for the purposes of this section, 5(o).

                        (p)  If certain elements of the Trip Prize Package are not available, the Lottery may provide substitute elements, as determined by the Lottery.

7. Delinquent Support Offset:

                        (a)  If the Department of Human Services, pursuant to 23 Pa.C.S.A. § 4308, the Department of Revenue or the Administrative Office of Pennsylvania Courts, pursuant to 72 P.S. § 215, determines that a Trip Prize Package Winner is a delinquent support obligor as provided in 23 Pa.C.S.A. § 4308 or 72 P.S. § 215, and if the amount of any arrearages shall be $1,000, or less, the amount of any arrearages shall be deducted from the spending money portion of the Trip Prize Package.  After the delinquent support obligation is met, the Trip Prize Package Winner will receive the remaining portion of the Trip Prize Package spending money, if any, which shall be fulfilled according to Lottery procedure.

                        (b)  If the Department of Human Services, pursuant to 23 Pa.C.S.A. § 4308, the Department of Revenue or the Administrative Office of Pennsylvania Courts, pursuant to 72 P.S. § 215, determines that a Trip Prize Package Winner is a delinquent support obligor, as provided in 23 Pa.C.S.A. § 4308 or 72 P.S. § 215, and if the amount of any arrearages shall be greater than $1,000, the prize winner shall forfeit the prize and shall be considered to have waived their right to receive the prize under section 7.  In this event, the Lottery will select another entry to replace the forfeited entry in accordance with these rules and Lottery procedure.

8. Restrictions:

                        (a)  The odds of an entry being selected in the Promotion depend upon the number of eligible entries received for the Promotion.

                        (b)  To be eligible to participate in the Promotion, entrants must have complied with the requirements of these rules. 

                        (c)  If a Promotion entry is selected as a winner and rejected or otherwise disqualified during or following the Drawing, the Lottery will select another entry to replace the rejected or otherwise disqualified entry in accordance with these rules and Lottery procedure.

                        (d)  If any discrepancy exists between these Promotion rules and any material describing the Promotion, these rules shall govern.

                        (e)  The Pennsylvania Lottery is the sole administrator of the Promotional drawing.  Any other promotional partner is not a sponsor of the Promotion and is in no way responsible for the administration of the Promotion or the verification of winners.

                        (f)  Final determination of winners will be made by the Secretary, whose judgment will be final and binding.

                        (g)  All prizes available to be won in the Promotion are subject to program availability, venue capacity and age restrictions. In the event the winner is not available on the date of the game or event that is part of a prize awarded in the Promotion, there will be no extensions or substitutions of prizes and the winner will not receive any reimbursement for the unused prize.

                        (h)  In the event a prize described in these rules is not available, the Lottery may either provide a substitute prize, determined by the Secretary to have an equivalent value to the prize won, or make a cash payment to the winner, in an amount determined by the Secretary to have an equivalent value to the prize won.

                        (i)  Winners and/or guest(s) must abide by all venue policies. Any promotional partner reserves the right to revoke full or partial prize from any winner or winner’s guest who it and/or venue personnel deem may, in their sole discretion, be intoxicated, be a safety risk, have violated any venue policy or law, and/or may bring the promotional partner into disrepute. The Lottery and all other promotional partners are not responsible for injury, loss or damage to person or property in connection with the Promotion.  By accepting a prize, each winner agrees to release and hold harmless the Lottery, any other promotional partner, their respective affiliates and their respective directors, officers, employees, representatives and agents (collectively, “Released Parties”) from any and all claims for damages or liability, including (without limitation) personal injury and/or death and property damage, arising in whole or in part, directly or indirectly, from: acceptance, possession, use, nonuse, or misuse of a prize; participation in or travel to/from any Promotion related activity; or participation in this Promotion.  Promotion winners participate solely at their own risk and responsibility.  Without limiting the foregoing, all prizes are provided “as is” without warranty of any kind, either express or implied, including but not limited to, the implied warranties of merchantability, fitness for a particular purpose or non-infringement.  Some jurisdictions may not allow the limitations or exclusion of liability for incidental or consequential damages or exclusion of implied warranties.  Check your local laws.

                        (j)  The winner is responsible for all costs, expenses and transportation, not specifically included in the prize won in the Promotion, arising from or in connection with any prize won.

                        (k)  Prizes are not redeemable for cash.

                        (l)  Winners selected in the Drawing described in section 3 will be contacted via email by the Pennsylvania Lottery Winners Services.

                        (m)  The prize in section 3(c) is valued greater than $600 and is subject to tax reporting by the Lottery.  Since the prize is experiential and not cash, the Lottery has elected to adjust the value of the prize in section 3(c) to include the minimum amount of income tax withholding required by law, and shall withhold and pay over taxes to the appropriate taxing authorities at the minimum amounts applicable.  The winner shall have no responsibility for taxes on that prize, up to the minimum amounts applicable, but may have other tax reporting and paying responsibilities related to their own financial situation.  A winner of the prize should consult a tax professional to determine their ultimate tax responsibilities above and beyond the minimum amounts withheld and reported by the Lottery.

                        (n)  Self-exclusion and certain gaming limits may affect a player’s eligibility to participate in the Promotion.

                        (o)  Other restrictions may apply.
